Why not create a "Universal code of conduct" kit ?

Various initiatives have been developed to educate and inform us about how we “should” behave, with the aim of reducing human impact on the places we explore.
In some countries with strong tourist appeal, such as New Zealand with the Tiaki Promise or Iceland with the Icelandic Pledge, these initiatives complement other codes of conduct promoted by governments, organizations, or businesses. They are often linked to environmental preservation, such as The Countryside Code in the United Kingdom.
In addition, there are specific professions, such as the “environmental police.” It is also worth mentioning other French administrations, such as the National Forestry Office (Office national des forêts), the Coastal Conservatory (Conservatoire du littoral), or certain local authorities, which employ sworn officers specialized in nature protection. These officers, commonly referred to as “guards” (forest rangers, coastal rangers, rural or departmental wardens, etc.), also have the authority to issue fines and impose sanctions in the event of an infraction.
What do you think of the idea of co-creating a Universal Code of Conduct, a pledge, and a toolkit for travelers?
And what about combining these approaches?
